The Department of Energy’s Green Energy Auction for waste-to-energy (GEA–WTE) is scheduled for 13 October 2026. Under Advisory No. 4 (4 September 2026), 11 qualified bidders covering 14 projects cleared for the auction. Target capacity has been cited at 400 MW (up from an earlier 230 MW framing). Fuel rules emphasize municipal solid waste only (no co-firing). ERC GEAR reserve pricing has been reported at ₱9.2959/kWh. Mechanical completion has been framed toward end-2028, with power delivery toward end-2029; certificates of award have been cited for 16–18 December 2026.
Named qualified parties reported in trade press include MetPower (Metro Pacific), Prime Integrated Waste Solutions, the City Government of Davao, Pan Pacific Renewable Power (San Miguel Global Power associate), and others.
Why it matters for smart cities: This is a power-procurement event first. Cities and operators still have to prove adequate, qualifying feedstock and residual diversion. Haul costs, MRF purity, and household PAYT / rewards programs sit upstream of any incinerator or thermal path — the auction does not replace local solid-waste accounting.
